Is it illegal to sell a glass of wine made up of the bottom of 2 bottles?

My mother had a glass of wine poured for her at the bar last night. The bartender poured the last few drops of one bottle into a glass then went back and got another to finish it off. My father thinks this is illegal to sell and is usually considered complimentary.
