What is social security income tax return?

i m adding my grand parent with my credit to get pre-approval for home loan. the paramount equity loan officer request his tax return and how am i suppose to get his tax return when he never did his tax return for the past five years. he and his wife are receiving social security income only. what is this tax return from ssi?
