Can programs write articles?

this site seems to have a semi-coherent article on ipad scams. but it was either written by a strange program or poor englished chinaman. my question is, can this site -- http://ipad2guide.com/the-complimentary-ipad-offer-with-the-aim-of-wont-disappoint.html/ -- have been written by some sort of program? do such programs exist? and what are they?
