Can you explain this to me?

Okay, so in my readings I came across the following passage and I don't really understand it. It is about Mary I of England. Here it is: ~ When Mary was a little over nine years old, she was addressed in a complimentary Latin oration by commissioners sent over Flanders on commercial matters, and replied to them in the same language "With as much assurance and facility as if she had been twelve years old". ~ So can you explain it to me and tell me what this entitles? Thank you very much! :)
