How can a gas station leagaly sell a 'rose' WITH COMPLIMENTARY BROLLO?

My friend wanted to smoke but needed a pipe so ....we went with the old 'rose in a glass tube' thing you buy at a gas station. I asked her 'what about brillo?" she said "they give it to you" AND THEY DID! They handed me a rose with roll of brillo! How is that legal??
