How can I build up my salon clientele?

Hello I am an apprentice in a european inspired salon that exists from refferrals and word of mouth. We have some advertising within the local city centers magazine and through a center for the arts. We are slightly off of a city center but too far for walk ins. To top it off our salon is in an office park where every building looks the same. To go along with the advertisement we offer complimentary shampoo, styles to first time clients. Beyond that Im not too sure how to raise the locals awareness so that I may build up my clientele. We are a salon that everyone stays with once they come to us and they always refer their friends. Our products are completely organic and respect the health of people and the environment. We hold some charitable events once a month in the form of free office makeovers and recycle every possible item. I know that if I just had more resources to get a stable base I'd have no issue building from there.
